If you want to build a serious website, Drupal is the answer. It has many advanced features to build a simple or large scale website. I think Drupal is the best CMS, at least till today.

FreeGuppy is a good, lightweight CMS (flatfile).
QuickCMS (also mentioned by someone else) is also a decent lightweight flat-file CMS.
Drupal I’m liking too, though I haven’t worked very long with that.

Nice, list, check out the Jaws Project http://www.jaws-project.com/

I like it because it’s a complete system with an easy admin interface.

I also use Joomla and Wordpress, which I think are really good with some of their extensions.
